A new report from France’s communications regulator ARCOM has been released evaluating the effectiveness of site blocking and has found that while recent changes to the legislation have made it much harder to access infringing sites, there is still huge consumer appetite for piracy and many will circumvent site blocks.
ARCOM has recommended greater collaboration with third party intermediaries to strengthen blocking measures against consumers who regularly bypass blocked sites.
