FADPA Site Blocking bill introduced in US

US Rep Zoe Lofgren, a Democrat from California, has introduced H.R. 791, the Foreign Anti-Digital Piracy Act (or FADPA) to prevent foreign-run pirate websites from operating in the US by requiring ISP’s to disable access.

Past efforts in the US to introduce site blocking failed due to perceived threats to free speech and concerns of overly broad enforcement powers. However, Lofgren believes the FADPA bill takes a better approach by targeting foreign websites which can only be blocked through a thorough judicial oversight.

Lofgren said that after working with tech, film and TV industries for over a year “we’ve arrived at a proposal that has a remedy for copyright infringers located overseas that does not disrupt the free internet except for the infringers.”

Site Blocking legislation was introduced in Australia in 2015 and has been attributed to a decrease in piracy in the country.
